Medicaid Waiver & Support Programs We Serve

At Above & Beyond Care Provider, we are dedicated to helping individuals live independently while receiving the care and support they need at home. We proudly serve clients who participate in Pennsylvania’s Medicaid waiver programs, including the OBRA Waiver and Act 150 Program.

OBRA Waiver Program

The OBRA Waiver is a Home and Community-Based Services (HCBS) program designed for individuals with developmental or physical disabilities who wish to remain in their homes and communities rather than in a facility.


This program supports individuals with conditions such as cerebral palsy, epilepsy, and other related disabilities that began before age 22 and are expected to continue long-term. The goal is to provide the necessary care while promoting independence and quality of life.



To qualify for the OBRA Waiver, individuals must:

  • Be a resident of Pennsylvania
  • Be between the ages of 18 and 59 (participants may continue services after age 60 if already enrolled)
  • Require a level of care typically provided in an Intermediate Care Facility (ICF/ORC)
  • Have significant limitations in at least three major life areas (such as mobility, communication, self-care, or independent living)
  • Meet financial eligibility requirements determined by the County Assistance Office 

Act 150 Program

The Act 150 Program is a state-funded option for individuals who meet the clinical requirements for home care services but exceed the income limits for Medicaid.


This program allows individuals with physical disabilities to continue living safely at home while receiving essential support services.


To be eligible for Act 150 services, individuals must:

  • Be a Pennsylvania resident
  • Be between 18 and 59 years old
  • Meet the level of care required for a Skilled Nursing Facility
  • Be able to direct and manage their own care, including supervising caregivers
  • Have a medically documented physical disability expected to last at least 12 months or longer
  • Complete the Medicaid application process and be determined financially ineligible


A small co-payment may apply based on income, but it will never exceed the total cost of services provided.
